PAY RANGE: $23 - $36 per hour depending on level of position.

Base pay and position/job title is determined by the knowledge, skills and abilities of the applicant.

CLOSING DATE: This position will close on March 24, 2018.

LOCATION: Rapid City, SD


The CIS Developer position's primary function is to develop and maintain programs. New employees will attend training to learn more about the CIS and language it is developed in. Working with fellow CIS developers while working on assignments will be important in order to learn more about the technical and business aspects of the CIS. This will be done with also interacting with clients and team members to gather requirements for the analysis of business problems, determine feasible solutions to problems, and submit proposed solutions to fellow developers and team members. The position will develop specifications, construct, enhance, and maintain programs. Application documentation will also need to be created and maintained.


  • Using the CIS programming languages and leveraging fellow IT CIS developers as needed, perform assigned software development and maintenance tasks including development of specifications, programming and testing.

  • Develop scripts as needed for batch processing and with the guidance of fellow developers as needed. Set scripts up in UC4 or Report Services for run scheduling.

  • Develop relationships with end users to effectively troubleshoot problems and recommend solutions.

  • Provide follow-up to ensure successful implementations.

  • Support CIS processing by being the on-call person for a week at a time supporting online and batch processing in the event issues arise. Higher level IT CIS Developers will assist when needed.

  • Troubleshoot user CIS application issues and devise or modify programs to solve problems.


  • Ensure compliance with technical best practices, policies, standards, and software licensing.

  • Accountable for change management and SOX compliance.

  • Track, monitor, and report progress of assignments


  • Work with and support the Customer Service unit as work requests dictate.

  • Develop a working relationship with certain Customer Service groups (billing, collections, remittance, financials, customer correspondence, order processing, meter management/reading, customer information, call center, field resource center, etc) and the group(s) that will be your primary focus of support. This might also involve working with some other non-Customer Service groups (accounting, regulatory, operations, tax, etc.) from time to time.

  • Work with other IT groups as needed when completing work assignments.


Level I

  • Programming experience at a company and/or programming experience obtained at college in your pursuit of an Associate or Bachelor’s degree.

  • Experience with job scheduling software is helpful.

  • Natural programming language is extremely beneficial.

Level II

  • 5+ years of related IT developer experience. Supporting a customer based application is very positive.

  • Natural, language experience is extremely positive. Cobol or Easytrieve programming experience are helpful.

  • UC4, Report Services, and EntireX experience is a plus.

Senior Level

  • 5+ years of CIS development experience and 7+ years of overall developer experience.

  • Natural programming experience and CIS programming experience is a great plus.

  • Oracle relational database.

  • UC4 job scheduling.

  • Extensive SQL writing.


Level I

  • Associate degree and/or equivalent experience required.

  • Bachelor’s degree in an Information Technology field preferred.

Level II & Senior Level

  • Bachelor's degree in Computer Science, MIS, related field or equivalent combination of education and experience required.


  • Ability to work independently with business partners in software requirements and system support while keeping team members well informed of efforts.

  • Ability to write accurate and efficient SQL statements.

  • Good oral and written communication skills.

  • Good customer service skills.

  • Demonstrated ability to manage multiple priorities and work within challenging situations.


  • Ability to respond quickly to changing priorities.

  • Self-starter with excellent time management skills and the ability to manage multiple tasks.

  • Ability to demonstrate good troubleshooting skills.

  • Capacity to work well independently as well as in a team.
